It happened to me as well. I found 3 missed calls from this number.
I called back and was no answer.
Bear in mind that today 23/10/2015 ( called received ) is Friday where is not a working day in UAE.
From the other hand I heard that INDIA and SIngapore are 2 countries that they're handling medical license issues under the auspices of DHA.
I submitted an application 6 months ago at DHA for medical license.

An indian guy kept asking information private informations and said he works for Dubai Health Authority.

But i doubt because this number is not from UAE. I blocked him
