I receive this number on my home phone and cell phone. When I don't pick up the house phone they call my cell phone a few seconds later. They can keep calling because I'm not picking up.

call your provider, they can block restricted, or private or unknown. My cell phone I have it, and house phone, also on the cell phone, you can list the numbers you want blocked, up to 20 for free.
