Keep getting calls statingthat I applied for a car loan, when I inform them that I dont need a car loan they hang up and still continue to call

For the last month, I am receiving calls from these number 3 to 4 times a week at 4, 5 and 6 in the early morning hours. The caller says absolutely nothing, yet you can hear lots of talking and noise in the background. CALLER ID shows up as UNKNOWN with number of 1646834628 - It's annoying to say the least. BTW - I am on the "DO NOT CALL LIST" and I've filed a complaint with the USA government site also -
