I called it back and because my phone is pre-paid it said I could not place the call because I did not have enough money on my account.

From what I have uncovered this is a SCAM. The call is always missed or terminated when answered. They want you to call back and you will be charged international calling rates that are outrageous. DO NOT CALL BACK!
