I returned their call. The person who answered was clearly not from United States. When I asked him where he was from, he refused to answer. When I asked if he was a citizen of the United States and in this country, he said he didn't have to answer that question. I told him that I would then contact Department of Homeland Security, he swiftly hung up.

I am honored to contact DHS now.

I returned their call. Got voicemail, which identified them as CareGuide. Their caller ID says "Medicare Advantage. I researched them. It's a recruiting agency. I waited forever, then left a stern warning on their vm, advising that I would be referring them to appropriate government agency. Then I blocked them and came here to commence lawful investigation.
