A real JERK who has respresented himself as a Federal Agent; and his employer, EOCCA, as a department of the Federal Government. And, that the Federal Government will sue me and take everything I own.

I've been receiving calls from a real JERK named "Keith Harris" from EOCCA. He says he's an agent of a Federal Government agency and has threatened if I don't meet his demands the Federal Government will sue me and take everything I own.
He has even called a friend's house several times....I stayed with her for the past few months. She has specifically told him to stop calling her home, that I don't live there.
He also changes his caller ID sometimes using the phone number "1234567890" or an "800" number or even no number displayed at all.
