Auto - dialer offering to lower interest rates. NOT affiliated with any accredited financial institution.

Live call, could hear activity, but never said anything, they hung up after a few seconds.

caller claims to be from publishers clearing house, but the accent is so thick that is all you can understand. PCH confirms that this is not one of their own.
