Called back and got a British sounding voice: the number you have reached is not in service, this is a recording. What is the advantage of blocking a number that is not in service?

It sounded like my d.i.l. But the connection was lost. I tried to call it back and I got the message that this number was no longer in service. This is a recording! Do what do you think?
