Likely a dialer that masks the true number.

Perhaps telemarketing, perhaps not. Radio in the background, unprofessional pitch, "I need to talk to whoever is in charge of your PEPCO bill. Is that you or somebody else." Caller ID identifies area code as Manitoba.

Answered call and the line was silent.

Live caller, but no way of knowing if it is legitimate.

It doesn't mention which card or other details. Most notably, this number is a local area code with my cell phone prefix; therefore this is likely a dialer generated cover number.

Sharon, a perky automated recording, has many numbers from which she calls. I presume it is so that she may not be consistently blocked.
