Likely a dialer that masks the true number.

Perhaps telemarketing, perhaps not. Radio in the background, unprofessional pitch, "I need to talk to whoever is in charge of your PEPCO bill. Is that you or somebody else." Caller ID identifies area code as Manitoba.

It doesn't mention which card or other details. Most notably, this number is a local area code with my cell phone prefix; therefore this is likely a dialer generated cover number.
