Probably a "neighbor spoofing" scam call.
Details: This morning, I, Matthew, got a call from this number - an unknown caller in my area code. Picked up and heard just noise. A few minutes later, I got a call from another unknown caller in my area code. I picked up and they said they'd received a call from my number, with someone speaking unintelligibly (in Chinese).
I generally only make outgoing calls from this phone # to a few people who know this #, (usually I call from my Google Voice phone #, which is different) so if you get a call that appears to be from this # and you've googled it to find out who it is, it's probably what I just learned is called a "neighbor spoofing" scam call.

Called me 3 times today. https://www.everycaller.com/search/?q=vr+interviewing - strong indications this is an organized crime outfit, not a legit surveyor. No exculpatory evidence in sight.
'Katie' called just now, wanting to ask me some survey questions. Said she was calling from VR interviewing. With questions for residents of San Francisco and wasn't selling anything. Said her employer doesn't have a website and couldn't tell me the subjects or topics of the questions. While I was googling the company name and phone # (no informative results for either) the line went dead. I guess she hung up on me. Not going to answer revealing questions if I've no idea if theyr'e legit or what the purpose is; one surveyor a while back wanted help refining their marketing click-bait product descriptions.
People seem to use this number a lot when performing https://en.wikipedia.org/wiki/Caller_ID_spoofing. Fraudster claiming to be from AT&T spoofed this. It's actually the real Chamber of Commerce.
