No answer when you call back

Say they can lower interest rate on credit card. They called my cell and I picked up cause it was 917. When I tried to hang up it had something programmmed to not accept a disconnect so I had to shut down my phone. They called my home phone too but I have an answering machine.

Have been getting calls from this number on both cellphones. Decided to call back in my secondary phone. Got a 'fast busy' tone so I hung up. Not sure who it is or what it's about.

Text message sent saying one can get up to $1500 deposited in their account.
