keep getting calls from this number and its not being blocked by call control even though its on my blacklist

this number is sending text messages about some holiday cash

they sent me a text to go to this link www.quickrushvip.com for holiday cash

im on the do not call list why am getting these calls? got a call about a complementary vacation

i got a call from this number and nobody was there then the call was automatically disconnected. i called back and it does ring its just silent then hangs up on me after 40 seconds.
