Scam disguised as a political survey. Calls known cell phones. Robo dialer with no live agent connection ability. Called number on Caller ID back immediately and you get a generic message stating, "You have been called to participate in a survey and now the survey time has expired...".
This is sleazy and low and breaks laws and breaks survey research codes of conduct and direct marketing codes of conduct. These guys are in for big trouble and they don't see it coming.
