This is FIDO voicemail number. I get a call everyday in a male voice that seems to be reading a script in French, providing me with a reference number and a number 8775615798 to call. I blocked this number but it goes to voicemail

How is that possible that the phone will not ring , but they will leave a voice mail on a cell phone? Is it possible that the service provider is facilitating this access in order to add more traffic?
