I had a couzin that had this number call her and it said that they have been trying to reach her and the message was officially from the IRS and she hung up

Just received this as well. Saying they are IRS and they will sue. If it was government they would contact you by certified letter and with your personal information, not a blind auto call. DO NOT RETURN CALL.
