called, rang 3 times and hung up

The caller stayed on the phone for approx one minute and was breathing heavily into the phone. They call often and never leave a message. The caller ID reads Localtel. The caller has other numbers that they call from since Localtel in located is Errol, NH and we also get calls from an Errol NH number.

"This is charles with Consumer Solutions"....pre-recorded message, "We can help with your debt reversal by offering a $1,000 loan. We spoke once before, but now it looks like you need our services......"
