Many people have reported this number as being some type of scam

I wasn't able to figure out who was calling but I did find a way to stop the calls. It's quick and easy, just call 866-246-7196, give the caller's phone number to confirm it's on their list (this one is) and the receiving phone number to add to the do not call list.
