It is a scam! The callers are foreign and trying to extort money under the guise that you owe someone money and you will be arrested. They will name the Superior Court in CA, (It is a CA phone number in the Modesto area.) but not know what county. I got a name of John Walters. I'm read many reports online about this phone number on different websites.
I have received three calls from this number in the last week. They do not leave a message. I registered my number on the National Do Not Call list - I reported/compalined about the number to the website and they will investigate it.
