You get a recorded message from "Heather" reassuring you there's no fraud on your account, but that you qualify for a new low rate. When you opt to speak to someone, they say they're with a list of banks (CitiBank, Bank of America, etc.) and confirm you have a balance of X amount on your account. One, none of the institutions they listed do I have an account with, and two, the account balance they quoted was not even close. When I pressed them for more information about who they were with, they hung up on me. I tried to call back, and the line is always busy.
