Keeps calling even though I'm on the do not call list. Never leaves a message and when I have answered, I say hello several times and no one is there and then the phone disconnects.

Sounds like a phishing scam to me, lying about where you are located.

United recovery corp. They say being told to stop calling means nothing because they are outside my home state.
