Reverse phone lookup'd this number .. Under name it said disconnected.. Isn't it illegal to telemarket cell numbers?

This number kept calling my phone so finally i decided to get through to the lady and when i told them i dont have a credit card and to take me off the calling list, she hung up on me.

The call came in as stated by the automated recording from card services, please press 1 if you would like to lower your interest rate to 6%. When I pressed 1, I was transfered to a live person (after several rings) who then asked if I had more than $4,000 in credit card debt. When I said no, she said OK and hung up on me!
