I found another blog comment for another caller with the last 2 digits of the phone number different but went ahead and tried it out. It works to stop the phone calls for this phone number too; I called 866-246-7196 earlier this week, gave the caller's phone number and the receiving phone number and a couple of days later it did stop the calls.
