Some information about dealing with unwanted phone calls from the Universal Survey Center on phone numbers 646-467-6665, 646-438-6452, 919-371-0492, and 212-391-9546. Remember if you don’t complain, things will not change.
The calls are made by Universal Survey Center (universalsurvey.com). USC is a privately held market research company located in New York City. Michael Lefkowitz is one of the co-CEOs.
1. File a complaint with the FCC.
It is easy to do. Just go to the FCC web site https://consumercomplaints.fcc.gov/hc/en-us, locate the Phone icon, and click “File Complaint.” There is a form requesting information about your complaint. Supply the requested information. You submit the complaint you will get an acknowledgement that your complaint has been received and will be processed. A couple days later I received the following response:
Your complaint provides the Commission with valuable information that we use to spot trends and practices that warrant investigation and enforcement action. We do not resolve individual complaints about this issue and, there will be no status information to report on your complaint.
Your complaint (Ticket No. xxxxxx) was closed as of today. The information you provided us will continue to be available internally within the FCC to inform the Commission’s enforcement and policymaking processes.
Thank you for your complaint and help in furthering the FCC’s mission on behalf of consumers
2. File a complaint with the BBB.
The New York office of the BBB knows about Universal Survey Center. The BBB’s story about USC starts on web page: http://www.bbb.org/new-york-city/business-reviews/telemarketing-services/universal-survey-center-in-new-york-ny-77578. Others have reported problems with USC. No surprise, USC is not accredited with the BBB. They are rated a “D-“. On the right side of that web page, there is a quick link for filing a complaint against USC. Just like filing the FCC complaint, there are a series of questions. Provide the responses then hit the submit button.
3. Remove you phone number from the USC system.
Apparently, no matter how emphatic you are, the caller cannot remove your number from the USC system. But, the USC web site has a “Have your phone number removed from our survey system add your phone number to the “Do Not Call” list” on their “Contact Us” web page.

call every night even though I verbally told them to stop. said they were something to do with insurance was half listening. offered me $10 for my time. told I would report them they proceeded to argue so I hung up. they continue to call.

As of 6-16-08, this company is Universal Survey Center, website: http://www.universalsurvey.com If you have been called, answered & asked to be removed from their call list but still receiving calls, or just hung up on upon answering, send a "Cease And Desist" email including your telephone number to be removed from their call list, to any one or ALL of the following executive officers: Keith Strassberg, Executive Vice President, kstrassberg@universalsurvey.com or Leslie Dillon, Executive Vice President, ldillon@universalsurvey.com or Mike Lefkowitz, Strategy, Planning and Business Development, mlefkowitz@universalsurvey.com Be SURE to keep a COPY of the email you send. If this does not STOP the calls, please post again. A class action lawsuit may be in order.
