Same thing, heavy Indian accent, didn't request any specific person, just said "you need to call me back or I will issue a warrant for your arrest". How is this legal?

A strong Indian accent, claiming to be Justin Williams...instructed me to contact his hotline within 45 - 60 minutes or an warrant will be issued for my arrest. Did not leave a reason behind it though.

strong indian accent, claims to be an IRS officer and that I I didnt call back in 15min he would issue a warrant foe my arrest. for what I have no idea. also claimed there are already 4 bench warrants out on me, which there are not.
