This is a variation of the Nigerian scam. Anyone asking you to send them money to claim a prize is always running a scam. In this case the scammer expects you to deposit their "check" in your bank and send them money via Western Union. Your bank typically will credit your account immediately, but will subsequently discover that the check is fake. When the check bounces the bank deducts the loss from your account but your cash is long gone.
