Called and asked personal questions. I gave them wrong answers until I got bored with the call. They just kept asking and asking, then slipped in another personal question.

A woman named Jerry or Terry called saying she was from the MN Department of Health and asked to many questions - some personal. It sounded legitimate so I answered the questions. ID said it was MN government

This is almost certainly a scam of some sort, and they are using a robo-dialer connected to a computer (hence the "IP VOICE" label some folks are seeing, which means "internet protocol voice".) People or companies can have whatever name they like assigned as their caller ID info, so don't assume what you see when they call is correct.
If you have a smart phone, there are apps you can download or are built into some phones' operating systems that will blacklist numbers you add, meaning you will no longer receive calls or texts from them. Check it out. I added them to my blacklist, and haven't heard from them since.
