I've been getting calls on my cell phone from this number once sometimes twice a day, every day without fail for 2 months now. Calls almost around the same time every day, early in the morning and never leaves a message. If it's a debt collector they definitely have the wrong number, I have no debt other then a hospital bill from October 2011. And even if it was a debt collector for that hospital bill they wouldn't be calling this number, I rarely use this number anymore.

I ask them to stop calling and told them I'm on the national don't call list. they said they don't care.
To all those who are getting these phone calls from this company, if they really do have the wrong number and you have advised them that, you can get an attorney and sue them under the FDCPA. It's really straight forward.
What you do is take a picture of your caller ID. Make a log (I keep post it notes next to the phone) and log every call and every time you advise them they have the wrong number. The law says you only have to tell them once, but I usually give them two warnings. If they call after that, I hand the file over to our attorney who then advises them we are prepared to take them to court under the FDCPA .
You can receive up to $1500 in compensation (although it's usually $500-1000) but the real stick is attorney fees. Any good collection attorney will take this case no charge to you because they will bank $2K-10K when it's all done. Just be sure you have your caller ID logs and pictures of your phone showing their number with date and time. Document everything and then call any attorney listed online or in the phone book under debt/collection/bankruptcy attorney.
I know this from fact. We have settled several cases and our attorneys have banked over $25K in the last 3 years with these types of companies.
If they really are calling the wrong number, you have them over a barrel, they just don't know it yet.
What if they hang up on you EVERY time I answer? What are my legal rights if I can never get someone to actually speak to me?
They call every day. They have a wrong number. When i choose to answer they say they will remove me from the list. They do not. They are disrespectful and very rude. The last guy said, 'Wait just a minute - I have never personally called you..." I am turning them into the FTC.
They claim to be: NCC - A Division of Common Wealth Financial Systems.
