I not only have been receiving these calls from this phone number but also from 224-255-3627. If anyone else out there is getting calls from both of these phone number, I got a fix. Call 866-246-7196 to give the caller's phone number (these 2 phone numbers are on their list) and the receiving phone number to add to the do not call list. It'll take a day or two to process but it works to stop the calls.

I told the guy I'm not interested in switching electric companies and to stop calling but it didn't help and I continued to receive more phone calls. I searched online and found a similar phone number with a blog comment for a do not call request service at 866-246-7196. I gave the caller's phone number and it was on their list so they added my receiving phone number to the do not call service and it worked to stop these calls.
