This number belongs to the Progressive automated call line. It calls you when you owe money or have not returned the "My Rate" device. It has called me 5 times today, and finally I answered. Its bloody saturday.

Obviously a scam or phishing scheme. Called me at home a lot of times, asked me by my name and tried to sell me some bullsh*t on phone and was very interested in me credit card number.
