call all the time and comes up 800 service on caller id

They called twice within the last hour. I didn't pick up either time. This is a fairly common occurrence.
Is there any possible way I can make them stop calling me? I've told them to stop before, but I keep getting calls from different (866) numbers. I can't tell them all to stop.
