I answered to a recorded message "all of our representatives are still busy, please hold." Sometimes the voicemail gets a recorded message made to sound like the recording was opened after the caller had identified themselves, starting with "and representatives are on duty from the hours of .....", but it was obviously intended to only appear that the message had already started. Many times there is no one there. When I advise the representative that I record all phone calls, they hang up.
Seems this falls into two illegal categories. Deceptive methods and not announcing as to who they are.
