I think this is a phone phishing scam!

The robot calls and says nothing. Sometimes it says "To speak with an agent, press 1. To be added to our internal do not call list, press 2." I have done both. I cannot talk with an agent; they continue to call.

I thought it was illegal for telemarketers to call a cell phone number? I have no uncollected debts. I am not late in any credit card payments. I don't know who is calling, so how can I shut them down?
