Just received a call from this number, how does a person get these fools to stop calling since the Do Not Call list doesn't work

Received a call today, 4/28/2015 at 10:04 a.m.,from someone who spoke very little English. Asked for me by my name. Said he was shipping my Diabetic supplies and all I had to pay was shipping cost. I asked who ordered this, he said my health insurance. I asked how can they order something for me and I don't know anything about it? He said okay and hung up. By the way, I am not a diabetic.

this # has called me 12 times in the last 6 hours! I call back and get a recording telling me all agents are busy and call back later. I requested this # be removed from their call list and am still getting the calls.
