This number is being spoofed. IF call back an elderly gentleman answers. Feel sorry for him as he will likely get lots of people calling him that are upset !

The number 7783827489 is a known debt collection agency, ARC Management and at one point in time people calling from this number were associated with collecting back taxes, more than likely a tax scam from a different group.
