This scammer calls numbers on the national do not call list in violation of the Telephone Consumer Protection Act. They fail to have an operator on the line when the call is answered, further violating the TCPA, and play a recorded message without an operator on the line still further violating the TCPA. They fail to provide a phone number or address when asked, yet further violating the TCPA. Their recording states that the victim has won a cruise vacation, all expenses paid except taxes. This is clearly a scam, as no entry was completed for the contest, and there is no way to get directly in contact with an operator to get additional information. Do not provide this scammer with any financial information.
