Caller claims to be calling from AllState Insurance, but sounds like located in Indian subcontinent region. Does not show up on caller ID as legit

call arrives, but hangs up as soon as I answer. Call number back, and male voice, clearly from Indian subcontinent region says he is Michael from Dept of Health and Human Services, and says I qualify for free programs, then he hung up on me. Called again, different male voice, but again clearly Indian subcontinent accent asks if I want a free Walmart gift card, but he needs my medicare numbers
