Caller ID I indicated "State of GA". I did not answer, and they left no message. Isn't it illegal for this spammer to claim to be state gov.?

I had a missed call from this number and the Caller ID said "State of Georgia". There was no message left. I called the number and got a recorded message saying, "The number you have called is not a working number. To reach the University of Georgia Directory Assistance for further information please hang up and call ..." If it is not a working number how did I get a call from it?
