I called Verizon and they did confirm the number is one of their authorized dealers but I went ahead and asked her to block the number since I do not want to get back on a contract and if I did, I would initiate the call.
If you are concerned, I would call Verizon, give them the number that called you and voice your concerns. If they get enough complaints, it is bound to make a difference. Just blocking them yourself does not solve the issue, they will just call from a different number.

Hey, This clown named "Marcus" left a message on my cell phone requesting me by name and saying that Verizon had given him my number and thought I could be of service to him. My cell phone plan is with Verizon. I'm on the Do Not Call list (HA!). I have limited minutes on my phone each month so will be talking to Verizon about giving out my number (if they did) and charging me minutes for a telemarketing call.
