Automated call selling insurance. States they have been given a limited time to sell.

Automated call call stating that they were given a limited time from the HOP program to offer affordable insurance.

Caller had a strong foreign accent. He asked if I was having problems with my service and wanted me to stay on the phone to talk with his manager about new promotions. I explained that I was currently on contact with a promotion with AT&T. I told him I didn't have time to talk and didn't want a callback. The number doesn't match AT&T customer service line.
