I've been recieving phonecalls from this number every other day and when I'm about to pick up they hang up, if I return the call there's no answer. Who are they?

I have been receiving calls from this tel number 787-625-3948. Sometimes as many as 15 or 20 calls at diferent times of the day or night. When you answer the call there is only silence. I filled a complain to the FCC on FORM 1088 on the internet for this abusive behavior and harrasment. Now after I filled I found out this number belongs to Claro in Puerto Rico. Claro is in violation of the FCC RULES for this undesirable business behavior.
